MDOT to continue Blue Water Bridge Plaza work with Harker Avenue work beginning Oct. 25

Starting Saturday, October 25, 2025, MDOT construction on the Blue Water Bridge Plaza will move into the next phase.

Harker Avenue at 10th Avenue will be closed, while 10th Avenue will reopen with two lanes of traffic (one in each direction) from Pine Grove to Mansfield Street. During this time, MDOT will work on removing Harker Avenue from Pine Grove Avenue to 10th Avenue, and crews will rebuild the road surface on Pine Grove near the old connector ramp and Harker intersection.

During this work, traffic on Pine Grove will shift from one side of the road to the other so crews can complete the paving.

Work is also continuing on the noise walls along Scott Avenue, with completion expected by Nov. 15. Component 1 of the BWB plaza expansion project is still ongoing, which includes relocating Exit 275, reconfiguring the Pine Grove Avenue/10th Avenue intersection, rebuilding eastbound I-94/I-69 at the MDOT maintenance facility location, and installing noise walls along the eastbound I-94/I-69 exit to Pine Grove Avenue, as well as along westbound I-94/I-69 Business Loop (BL) from Garfield Street south to the Black River Bridge.

Based on economic modeling, this $36.3 million investment is expected to directly and indirectly support 346 jobs.
